Severn Trent Water and Hafren Dyfrdwy were looking to put a framework in place for the provision of its AMP8 Smart Metering Solution for both Household and Non Household customers.

The service requirements were:

  • Meter Hardware and network connectivity services.
  • Installation, exchange and maintenance works.
  • Data architecture if required to link to MDMS.

The water companies are looking to deliver an AMP8 programme of 780,000 meters between May 2025 and April 2030 – and they may also exercise the option to extend the contract into AMP9.

The successful supplier will provide the utilities with:

  • Meter assets including a communication module that connects to an IoT network.
  • Responsibility of the IoT network and corresponding data to be delivered to the utilities’ servers on a daily basis.

The above two requirements were contracted as one contract on a lead bidder basis.

Under a separate contract, installation, exchange and maintenance services were required for new and existing meter customers.

The procurement process also included the option to bid for all requirements as a managed service.

The contracts were tendered in the following Lots:

  • Lot 3 Managed Service Provider - Provision of Smart Metering Solution comprising the supply of meters, network and data. Installation of meters and maintenance/exchange services across the estate to be provided by a single supplier.
